Step1
Let we start with creating a new document with size of 700px x 420px.
Step2
Create a new fill layer by Layer -> New Fill Layer -> Gradient and apply the following color styles.
Color 1: #000000 at location 0%
Color 2: #5e1834 at location 70%
Style: Radial
Angle: 90 degree
Scale: 150%

Step3
Create a new layer over the fill layer.
Step4
Now, select the brush tool with “White” as foreground color and adjust the brush settings to the following values.

Also adjust the brush diameter to 37 pixels and draw a few circles in the center part. Again adjust your brush size to 20px and draw some more circles. There is no need to draw circles with same size and same placement like i did. So you will get something like this.

Now we should create a heart shaped brush preset to use it in the later steps.
Step4
So open a new document, pick the custom shape tool and select the heart shape.
Step6
Draw a black colored heart shape to an approximate size around 200px. By pressing ctrl, click over the layer thumbnail where we drawn the heart shape. So that you have the pixels of the heart shape selected.
While that is selected, click on Edit -> Define Brush Preset and give some name for the brush on the pop window.
Step7
After the custom brush created, get back to the previous document.
Step8
Then open a new layer(name it as “Heart left”), select the pen tool and draw a path like shown below.

Step9
Without affecting the path, select the brush tool (with round shape selected) and set the brush size to 11px with hardness 0px.
Step10
Again select the pen tool and right click over the document and select Stroke Path. In the Stroke Path pop window, select Tool as Brush and select Simulate Pressure and click Ok.
Step11
Without deleting the path, pick the brush tool and select the heart shape that we’ve created in step 6. Set the brush size to 9px with hardness 0px and also set the following settings.

Then select the pen tool and repeat the step number 10.
Step12
Apply the following styles to the “Heart left” layer

and so you will get a result like

Step13
Pick the Direct selection tool, right click and select Free Transform Path. Again right click, select Flip Horizontal and Apply. Extend the shape at the bottom by adding a new node.

Step14
In a new layer(name it as “Heart right”), repeat the steps 9, 10, 11 and 12. So you will get a result like below.

Step15
In a new layer, using pen tool draw a small curved path and repeat the steps 9 and 10.

Apply motion blur to the curve with the following settings.

Step16
In a new layer, draw two more curves like the previous one but with little reduced size.

Step17
Apply motion blur to the curves with the following settings.

Good, we have finished designing the heart shape. Next we will apply some text.
Step18
Put the text Happy Valentine’s Day over the heart shape.

Apply the following styles to the text layer.

Step19
By selecting the text layer select Filter -> Stylize -> Diffuse and apply Mode -> Normal. Finally set the text layer’s opacity to 89%.
